In Class B airspace, you must have a certification that grants you PIC privileges to operate there. The minimum is a private pilot certificate, which provides the necessary authorization for operating in Class B. A student pilot certificate can also be acceptable if the student has the required logbook endorsements from a Certified Flight Instructor that authorize solo flight in Class B. Those endorsements specifically allow a student to act as PIC in Class B in solo operations under supervision.

Higher certifications, like a commercial pilot certificate, meet the requirement but aren’t the minimum. An instrument rating isn’t required for basic VFR Class B operations (though it’s needed for IFR in Class B). Having no certificate is not legal at all.
